About the Career of Mr. Michael Brown, Chief Information Officer, U.S. Immigration and Customs Enforcement
Michael C. Brown is the Chief Information Officer (CIO) for U.S. Immigration and Customs Enforcement (ICE).
Prior to joining ICE, Mr. Brown served as the Executive Director, IT Services Office, for the Department of Homeland Security (DHS) from 2007 until 2015, where he built and oversaw an $800 million per year fee-for-service organization that delivered IT infrastructure services across all elements of DHS.
Mr. Brown served as the director of the Enterprise Infrastructure Projects office at U.S. Customs and Border Protection (CBP). In this capacity, he was the executive agent for DHS data center and network consolidation efforts. He led CBP’s tactical communication modernization project and CBP IT infrastructure projects such as e-mail modernization and Border Patrol network modernization.
Mr. Brown was the director of Systems Operations branch within CBP where he led a workforce of more than 600 government and contractor personnel. He managed computer center operations, call center, network operations, configuration management and nationwide field support.
Mr. Brown initially joined the U.S. Customs Service in 2000, where he led a group specializing in electronic data interchange, message-oriented middleware and mainframe database software. Mr. Brown developed and maintained software for import/export and enforcement systems.
Prior to joining the U.S. Customs Service, Mr. Brown spent 21 years with the Department of the Navy holding positions at the program executive office for IT, the Naval Reserve Force, the Marine Corps Tactical Systems Command, Space and Naval Warfare Systems Command and the Naval Sea Systems Command.
Mr. Brown has more than 30 years of experience in acquisition, deployment, operations and maintenance of technology, with more than 20 years of his service in leadership roles and eight years as a federal Senior Executive.
Mr. Brown is a graduate of the Columbia Business School Senior Executive Program and has obtained acquisition certifications from both DHS and the Department of Defense.
