Border Security Expert and Senior Legislative Fellow Robert Schroeder Details Border Patrol’s Strategic Plan and the Need for Improved Situational Awareness

About the Career of Mr. Robert Schroeder, U.S Border Patrol Assistant Chief and Legislative Fellow at the U.S. House of Representatives

Assistant Chief Robert D. Schroeder, U.S. Border Patrol, has served on the southwest border in a variety of capacities to include surge task force operations, boat operations, air interdictions, southbound operations, and as a K-9 handler team. He has conducted counter-smuggling operations in Texas, New Mexico, and Arizona. Agent Schroeder was promoted to a first line Supervisor in El Paso Sector and later promoted to Field Operations Supervisor in Lordsburg, NM in 2011. While in Lordsburg, Agent Schroeder served as the commander of two forward operating bases near the international border on the AZ/NM Stateline.

Agent Schroeder holds an undergraduate degree in Criminal Justice – Forensic Science from American Military University. He graduated “cum laude” and is an active member of the Alpha Phi Sigma Honors Society. Agent Schroeder has been the recipient of multiple awards and recognitions for his dedicated service to include supervisor of the year at the Lordsburg Station and Employee of the quarter El Paso Sector. Agent Schroeder has been called to represent the U.S. Border Patrol during the Horseshoe Canyon II fire which destroyed 200,000 acres in the Chiricahua Mountains of Arizona. In 2012 Agent Schroeder was appointed to represent the U.S. Border Patrol at the Army Combined Arms Center in Ft. Leavenworth to develop an operational approach designed to achieve greater security along the southwest border. Portions of Agent Schroeder’s academic work surrounding integrated southwest border security operations and Department of Defense integration within CBP components have been published in interagency journals from the Arthur D. Simons Center and the Small Wars Journal.

In 2013 he was assigned to the Office of Border Patrol Headquarters where he worked as the Planner for the Strategic Oversight Cell for the South Texas Campaign and the 10,000 Customs and Border Protection personnel assigned there. Agent Schroeder was instrumental in developing the Border Patrol Planning Process (BP3), which is used to plan and coordinate operations for the U.S. Border Patrol. In 2013 Agent Schroeder published a series of articles detailing the U.S. Border Patrol’s strategic shift to a risk based strategy with the release of the 2012-2016 U.S. Border Patrol Strategic Plan entitled “Holding the line in the 21st century.”

Agent Schroeder is currently serving as the Senior Legislative Fellow to Representative John R. Carter where he guides members of Congress and their staff concerning proposed legislative actions affecting DHS and the greater public. Specifically, he advises on the Commerce, Justice, Science, and Trade Subcommittee on Appropriations for Congressman Carter encompassing an annual budget in excess of $46 billion.

Agent Schroeder is active in his local community where he serves as the President for the young men’s program for the Church of Jesus Christ of Latter-day Saints designed to teach young men to be morally upright and productive members of society through a faith based life. Agent Schroeder resides in Stafford, VA with his wife Sarah and their three children, Katelyn, Jacob, and Sophia.
