Ricardo Mayoral is the Assistant Director of the International Operations Division of Homeland Security Investigations (HSI). International Operations is the largest international investigative arm of DHS. As Assistant Director, Mr. Mayoral oversees HSI’s global presence of over 500 personnel assigned throughout the world. International Operations protects the nation’s borders by conducting international law enforcement operations and partnering with foreign and domestic counterparts to detect, deter, and dismantle transnational criminal organizations and prevent terrorist activity.
Previously, Mr. Mayoral served as the Acting Assistant Director for Countering Transnational Organized Crime (CTOC), where he led a team responsible for providing a broad range of investigative support services that are essential to the success of the HSI mission. These services include technical and undercover operations, polygraph examinations, special agent basic training, and forensics.
Prior to this assignment, he served as the Deputy Assistant Director for HSI International Operations (IO), Programs Division overseeing several of IO’s key international initiatives, including the Visa Security Program, the Biometric Identification Transnational Migration Alert Program, the Transnational Criminal Investigative Unit Program, the International Taskforce Agent Training Program and the Cultural Property, Art and Antiquities Program. The Personnel Recovery Unit, Firearms & Sensitive Agent Protective Equipment Program, International Visitor’s Program, International Agreements and Arrangements and IO’s intelligence and criminal analysis functions were also overseen by Mr. Mayoral.
Mr. Mayoral also served as the Acting Assistant Director for Global Trade Investigations. In this position, he directed the federal government’s response to combat global intellectual property theft, enforce intellectual properties rights violations and protect national security at the National Intellectual Property Rights Coordination Center. Additionally, he oversaw HSI’s counterproliferation investigations, which prevents illicit procurement networks, terrorist groups and hostile nations from illegally obtaining U.S. military products; sensitive dual-use technology; weapons of mass destruction; and chemical, biological, radiological, and nuclear materials.
Mr. Mayoral has held various leadership positions within HSI. Mr. Mayoral served as the Deputy Assistant Director for HSI’s Investigative Services Division and was the Special Agent in Charge for HSI San Juan Puerto Rico, which includes seven offices in Puerto Rico and the U.S. Virgin Islands.
He holds a bachelor’s degree from the University of Puerto Rico, with a major in Labor Relations. He is a member of the Senior Executive Service
