Reshea Deloatch, Executive Director, Solutions Development Directorate, Office of the CIO, Department of Homeland Security (pending agency approval)

Ms. Reshea Deloatch serves as the Executive Director, Solutions Development Directorate, Office of the CIO within the DHS Office. In this role, Ms. Deloatch is responsible for providing strategic and tactical planning and management of enterprise-wide systems, services, and applications.

Prior to joining OCIO, Ms. Deloatch served as the Acting Executive Director and Deputy Executive Director of Border Enforcement Management Systems Directorate (BEMSD) in the Office of Information and Technology (OIT) at U.S. Customs and Border Protection (CBP). Ms. Deloatch was responsible for the development, operations, and maintenance of one hundred software applications. Ms. Deloatch also served as the Director of Enforcement and Analytics Systems Division at BEMSD where she led modernization initiatives across Air and Marine Operations and enabled enterprise analytics across DHS components.

Prior to her federal tenure, Ms. Deloatch served in multiple leadership roles as a contractor for twelve years at CBP OIT. Ms. Deloatch supported large-scale information technology modernization in cargo, passenger, and border enforcement systems. Ms. Deloatch received the Top Performer Award from Bart & Associates in 2017 and the Innovation Award for Individual Service Excellence from IBM in 2006.

Ms. Deloatch started her technology career at IBM supporting microelectronics. Ms. Deloatch transitioned from analyzing the semiconductor chip carrier market in the private sector to assessing the intellectual property value of engineering and technology services. IBM introduced Ms. Deloatch to CBP in 2004 and U.S. Citizenship and Immigration Services in 2010 via large IT contracts including Automated Commercial Environment (ACE) and Electronic Immigration Systems (ELIS).

Ms. Deloatch holds a Master of Business Administration from Howard University with a Beta Gamma Sigma distinction. Ms. Deloatch holds a Bachelor of Arts in Business
Administration with a minor in Japanese Language from Towson University. Ms. Deloatch also completed the University of Maryland’s Robert H. Smith School of Business CBP Leadership Institute.
