Patrick Walsh, Esq., is the Chief of Contracting Office for the Information Technology Division at U.S. Immigration and Customs Enforcement, a position he has held since October of 2020, where he leads a team of 30 contracting professionals and manages a portfolio of $1.5B. Patrick is responsible for regulatory compliance, developing internal policies, and mission fulfillment for ICE information technology contracts.
He has led vendor engagement days, hiring initiatives, and implemented a mentoring program and information technology training for his team. Patrick previously worked at the F-35 Joint Program Office in Arlington, Virginia, where he led the largest U.S. government aircraft engine purchase in history for $8B. Prior to F-35, Patrick worked for eight years as a Contracting Officer and Contracts Specialist at Wright-Patterson Air Force Base in Dayton, Ohio, where he spearheaded a $300M contract vehicle for hypersonics research at Air Force Research Labs and supported the C-17 sustainment program.
Patrick has completed Air Command and Staff College through the US Air Force, the Key Executive Leadership Program through American University, and the Harvard Kennedy School
Leadership in Homeland Security Seminar. Patrick is Level III certified in contracting and holds a Certified Professional Contract Manager certification through the National Contract Management Association.
Outside of government, Patrick maintained a private attorney practice after receiving his Ohio Bar Admission, practicing business litigation, domestic relations, and criminal appeals. Patrick has a B.A. in English, cum laude, and J.D., both from Ohio State University in Columbus, Ohio. Patrick volunteers with Prince William County Trails and Streams Coalition.
