Pamela D. Leach serves within the USCIS Office of the Chief Information Officer (OCIO).
As the DCISO in USCIS, Ms. Leach is responsible for managing USCIS’s Information Technology Cybersecurity program. She ensures the confidentiality, integrity, and availability of USCIS networks, systems, and information, protection from both internal and external threats, as well as implements information security programs and policies for the agency. Prior to her role as DCISO, she served as the Chief of the Information Security Division’s Risk Management Branch (RMB) for six years, overseeing all enterprise risk management activities, including Continuous Monitoring, Information Assurance, and Audits. In her role as the RMB Chief, Ms. Leach advised Senior
Leadership on the security posture of USCIS systems. She made risk-based recommendations for the prioritization of identified threats and vulnerabilities and provided subject matter expertise to a variety of high-priority, time-sensitive tasks including FedRAMP and emerging technology risk analyses, responses to internal and external data calls, and enterprise-level remediation efforts.
Ms. Leach is a distinguished leader, earning the USCIS Director’s Cornerstone Team Award (2021) and Management Directorate awards for Exemplary Leadership (2021 and 2019) and Exemplary Teamwork (2018).
Ms. Leach started her USCIS career in 2008. She holds a master’s degree in Business Administration and a bachelor’s degree in Computer Science. She holds professional certifications in Certified Information Security Manager (CISM), Project Management Professional (PMP), and Certified Data Privacy Solutions Engineer (DPSE).
Ms. Leach also serves as the President of Parents of Children with Down Syndrome, a non-profit
organization with a mission to provide support and resources for individuals with Down syndrome and to their families in Prince George’s County.
