Ntina K. Cooper was appointed as Executive Assistant Commissioner (EAC) for Enterprise Services (ES) at U.S. Customs and Border Protection (CBP) on November 3, 2024. In this position, she serves over 4,000 ES personnel at nearly 500 locations across the United States, providing mission-critical support to all CBP employees and operations. The ES portfolio executes $5B annually in procurement for CBP and includes 72 acquisition programs, demos, and investments with a Life Cycle Cost Estimate at $66B, more than 5,700 facilities, over 24,000 vehicles, $8B in property assets, over 3,500 hiring actions per year, 13 Academies and Centers at 7 locations nationwide, and an IT infrastructure supporting over 65,000 users and 26 mission-essential systems. Ms. Cooper brings nearly 20 years of progressive leadership experience to her role, most recently having served as the Deputy EAC for ES.
Prior to joining ES, Ms. Cooper served as the Executive Director (XD) of the U.S. Border Patrol’s (USBP) Strategic Planning and Analysis Directorate (SPAD). In this role, she led a diverse team responsible for enabling the frontline of the future using analytic methodologies to support decision-making, measure success, and develop innovative technologies and strategies to mature the organization. In 2021, Ms. Cooper joined the Senior Executive Service as the Deputy XD of SPAD, a continuation of the work she performed since joining the USBP in 2018.
In 2020, Ms. Cooper detailed to the Department of Homeland Security (DHS) to serve as the Acting Deputy Assistant Secretary for Counterterrorism and Threat Prevention. In this role, she was responsible for countering targeted violence and terrorism by maturing the Center for Prevention Programs and Partnerships and implementing the Preventing Emerging Threats Act of 2018 by growing the Counter Unmanned Aircraft Systems Program.
In 2005, Ms. Cooper began her Executive Branch career as a Presidential Management Fellow at U.S. Citizenship and Immigration Services. From 2006 to 2018, she held various positions at CBP and DHS. During this time, Ms. Cooper was also selected as a President’s Management Council Interagency Rotation Program Fellow and detailed to the Office of Management and Budget (OMB). In this role, she served as the Program Examiner responsible for the Unaccompanied Children Program. She also represented OMB on the White House Equal Pay and Anti-Human Trafficking Task Forces. Prior to joining the Executive Branch, Ms. Cooper served as an aide in the Office of Senator Richard J. Durbin, working on immigration issues.
Ms. Cooper holds a Bachelor of Arts in Political Science from the University of Michigan and a Master of Science in Public Service Management/Public Policy from DePaul University. She is a graduate of the DHS Senior Executive Service Candidate Development Program and holds a Master’s Certificate in Project Management from The George Washington University. Ms. Cooper and her husband, Ben, met at the University of Michigan and currently reside in Virginia.
