Ms. Kimberly (KC) Milligan is currently serving as the Executive Director, Acquisition Governance and Oversight (AGO) and Acquisition Support Directorate (ASD), in the Office of Acquisition. In addition, KC serves as CBP’s Component Acquisition Executive (CAE), responsible for ensuring that the agency’s acquisition practices are cost effective, support mission requirements and are integrated across CBP as appropriate.
Ms. Milligan has over 18 years of experience leading CBP acquisition programs. She has served as the Acquisition Program Manager (APM) for the Automated Commercial Environment (ACE), successfully deploying the Single Window for all cargo coming into and out of the country. As the Portfolio Manager for the Office of Border Patrol’s, Mobile Surveillance Systems portfolio of acquisition programs, and the APM for the Northern
Border Remote Video Surveillance System she deployed surveillance systems along the Northern and Southern border that were critical to the CBP mission. She most recently served as the Portfolio Acquisition Executive and the Deputy Executive Director for the Trade Transformation Office in the Office of Trade.
Ms. Milligan holds a Master of Science degree in Acquisition and Supply Chain Management from the University of Maryland, and a Master of Science degree in Systems Management from the National Graduate School. She is a graduate of the Advanced Acquisition Program from the National Post Graduate School.
