Chris Granger serves as the Executive Director of the Information Technology Operations Directorate for the DHS Office of the Chief Information Officer (OCIO).

As Executive Director, Mr. Granger is responsible for providing secure, reliable, and redundant Information Technology support to the Department and the Management Directorate, which includes approximately 15,000 personnel in offices across the country with more than 30 major sites across the National Capital Region. He manages a staff of more than 150 federal employees and several hundred contractors with a budget exceeding $450 million per year.

Mr. Granger previously served as the Deputy Executive Director for ITOD from 2019 to 2022. During that time, he oversaw the modernization of the Homeland Security Enterprise Network (HSEN), transitioning into the new hiring system, Cyber Talent Management System (CTMS).  Mr. Granger’s leadership was integral in the gamechanging effort to combine cybersecurity and network operation centers into one overarching operational Network Operations and Security Center (NOSC) serving all DHS Components. In addition, he implemented standard cyber security practices and procedures enterprise-wide from within the NOSC; and transitioned DHS HQ networks to a comprehensive, solution-based vehicle in the Enterprise Infrastructure Solutions (EIS) contract.

Before joining DHS OCIO, Mr. Granger was the Deputy Chief Information Officer (CIO) for the U.S. Secret Service (USSS). His duties included assisting the CIO with managing the day-to-day activities of federal employees and contractors. In addition, he helped lead the implementation of a solid, integrated information architecture for the entire USSS.

Before joining the DHS, Mr. Granger served in the Department of Defense (DOD) as the Enterprise Service Strategy Branch Head at the Command, Control, Communications, and Computers Directorate at the Headquarters,  Marine Corps, where he led the development of enterprise plans, policies, and organizational guidance associated with major IT programs.

Mr. Granger enlisted in the United States Marine Corps in 1990, serving as a radio repairman. He was later commissioned and served in multiple assignments worldwide, retiring in 2010 after 20 years of active service. He was subsequently hired into federal service and appointed to the senior executive service in 2019.

Mr. Granger holds a Bachelor of Science in information systems management from the Rochester Institute of Technology, a master’s degree in Government Strategic Studies with a concentration in Chief Information Officer from National Defense University, and an Executive Leadership Certificate from American University.
