Carin Quiroga became Immigration and Customs Enforcement (ICE) Chief Data Officer (CDO) in October 2021 and made an immediate impact by addressing enterprise data challenges. Since becoming the CDO, she led the effort to unite a robust team of experienced professionals to create an ICE IT Data Modernization (ITDM) Roadmap. This Roadmap was created at the enterprise level to align existing efforts and identify resources needed to evolve ICE into a data-driven organization that is secure, connected, accessible, and reliable. Since its deployment, the ITDM Roadmap monitors the progress, budgetary roadblocks, and risk mitigation strategies of 16 priorities. Notably, under Carin’s leadership, the Data Bodega was created to ensure that ICE’s data is known, accessible, and reliable to ICE and its partners.
Carin Quiroga joined ICE in 2020 and was responsible for 50 applications that serve the various DHS offices. In addition to her oversight, she successfully managed the complex budget formulation and execution processes, totaling an average of $25 million dollars a year. This role exemplified Ms. Quiroga’s ability to deliver mission-critical Information Technology (IT) services and products that have and will continue to enable ICE and DHS to meet their respective missions.
Before joining ICE, Ms. Quiroga spent 14 years at Customs and Border Protection (CBP). She held various roles that supported CBP’s mission including Integration Lab Manager, Program Manager over CBP’s primary financial system, and finally Web, Communications, and Research (WCR) Division Director. Carin has 25+ years of experience in the informational technology sector.
Everyday Carin continues to be a champion for collaboration and strives for drive data modernization across the agency that allows ICE to make informed decisions and she continues to think critically and challenge her peers to think big, start small, and scale fast. In 2023 Carin was awarded Homeland Security Today’s Most Valuable Player – Data Advancement by Government Technology & Services Coalition (GTSC). GTSC is a non-profit organization working in homeland security and recognizes individuals in the public and private sector who are working to protect the homeland.
