Mr. Bobby Earl Hall Jr serves as the Director of the Cybersecurity Compliance Division under the Office of the Chief Information Officer (OCIO) for the Federal Emergency Management Agency (FEMA). Under the direction of the Chief Information Security Officer (CISO), Mr. Hall helps to develop and implement the agency’s cybersecurity program. Mr. Hall helps to ensure the FEMA IT environment is secure through the continuous assessment of information security risks and employing risk response strategies to protect FEMA Information Systems. Additionally, Mr. Hall manages the Security Authorization Process and assures compliance with the Federal Information Security Modernization Act (FISMA).
Mr. Hall joined the FEMA Family in 2020 as an Information Systems Security Manager (ISSM). He was responsible for helping Executive Leadership mature the Cybersecurity Program through policy and process development and refinement. He helped the agency develop and document the Security Authorization Instruction and Security Authorization Handbooks that allowed Program Offices to execute the Authority to Operate (ATO) process in a methodical and structured manner leading to greater efficiencies and “time to market” for system deployments. Prior to joining FEMA, Mr. Hall served as a Security Controls Assessor Representative (SCA-R) and Authorizing Official Designated Representative (AODR). As a SCA-R, Mr. Hall was responsible for conducting security and risk assessments for DoD Information Systems to validate the effectiveness of security controls implementation and associated risks for lack of compliance.
Mr. Hall holds the following degrees: Bachelor of Science in Computer Information Systems, Master of Business Administration with a concentration in Information Security Management, and a Master of Science in Acquisitions and Supply Chain Management. In addition, Mr. Hall holds cybersecurity certifications such as the Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Certified Cloud Security Professional (CCSP), and many others.
